In one situation, two police officers sit in their squad car and chat with a plainclothes detective during the day. The detective is leaning against the squad car, making hand gestures. There’s a close-up of the squad car’s lights, which are turned off.

In another, at least two police officers make an arrest at night. In the background, we see a sign for South Interstate 101, Oakland, and San Jose. A man with a 16mm camera, possibly a Bolex, captures part of the scene.
