Two men walk towards prison bars. The bars open and one man walks though them. Doors open to a snowy outside. A male narrator speaks about costs of keeping prison inmates, recidivism and the need for convicted criminals to find work after release. The man is greeted by a woman and a young girl (wife and child) who hug him. The daughter asks if he's back forever. The family gets into a pea green car and drive away.
