Here's a 1970s animated public service announcement from the Highway Safety Division of Virginia. 

The PSA begins with three women in police uniforms, singing about stopping at red lights before taking a right turn: 

“There’s a new law in Virginia, called right turn on red after stop! It means when you come to a traffic signal, you can turn right but still have to stop. At the red light, remember to give pedestrians the right of way, then check to the left, and when it’s clear, turn right, OK? OK! Take it from the Highway Safety Division of Virginia: save gas and time, turn right on red after stop! (oh boy!) Turn right on red after stop!”

The PSA ends with the three women holding a sign for the Highway Safety Division of Virginia.
