In this 1988 clip, a young man takes a driving test in the parking lot of San Francisco's Department of Motor Vehicles, the “DMV,” which is located at 1377 Fell Street near Haight-Ashbury. 

The clip begins with a black city official, a driver’s license examiner, approaching a blue Ford car and walking up to its driver, a young man with blond hair who is wearing glasses and is sitting in the driver's seat.

The young man grabs a slip of paper from his dashboard and hands it to the examiner; they talk briefly. 

The examiner then shows the young man several hand signal positions useful for driving; these include the positions that say “I'm about to turn left,” “I'm about to turn right,” and “I'm about to slow down and/or stop.”

The passenger of the blue Ford, a woman who we learn is wearing a baggy black blazer and blue jeans, gets out of the passenger seat; the examiner takes her place. Through the car's window, we see the two men talking, possibly discussing what taking a driving test entails and what is expected of the young man. 

The female passenger stands beside the blue Ford car, watching the car as it idles. The young man eventually starts driving through the parking lot; the camera slowly pans right as it follows the blue Ford, revealing the DMV building and its drive-through port in the distance. 

Several people walk through the DMV parking lot or are simply standing around.

A teen is leaning against his white car, which is parked in the DMV lot. Several drivers are also parked in the parking lot -- likely waiting to test their driving skills with the examiner. In the far distance, a large whale is painted on a large wall.
