Here’s a clip from the 1990s showing young African-Americans hanging out, if not loitering, in Castlemont, Oakland.

The street looks like it might be MacArthur Boulevard, which borders Castlemont High School. This would help explain why a group of African-Americans were simply hanging out in an area with not much going on.
