The blue banner suspended over a street reads: “12–19 January 1989 — All-Union Population Census. It is the duty of every citizen to take part in the census!” This was an official Soviet propaganda banner, encouraging people to participate in the 1989 USSR census, which was the last census of the Soviet Union.
