Homosexual groups, including the Mattachine Society, picket for their civil rights in front of Independence Hall in Philadelphia as well as the State Department. Secretary of State Dean Rusk explains the department's attitude toward homosexuals (i.e. they fire them). Dr. Franklin Kameny of the Mattachine Society presents his group's argument. The picket line moves to the White House, where a tourist from West Virginia expresses his surprise at the events. He thinks they are mentally ill and need help.
