First scene is a is a continuation of then California governor Ronald Reagan speaking at St. Francis that begins in clips 13182_005_pt5 and 13182_005_pt9. Reagan is calling for a structural change in Government and that taxes are the people's money and it should be spent responsibly. He concludes by saying that Government actions should be made carefully to how they will impact the future of the country. Reagan then makes a joke about the weather and leaves the stage. Next scenes are in color and are of narrated montage recounting the aftermath of the People's Park protest. As shots of the Berkeley campus and surrounding the streets are shown, the narrator states that the protest is proof that the people want parks and community gathering spaces in the south campus area.
